Ropes are they for a reason to stop boxers from falling out, many boxers bounce off ropes with their backs those moments cannot be called a knockdown, its when the ropes are clearly holding you up & that happen at end of round 9 ref made the right call to give count. Right call not to stop fight
The referee does not have to intervene if it is not to stop the fight, it is evident that he intervened to protect Fury from the knockout.
