Frame is almost never a rust issue with FJ40s, the paint is fine. Repainting it will hurt the value. The rear sill is where the rust is not good and your's does not seem to have it. The money is in the body with original paint, the motor and transmission no one would care. And it does not look like a factory hard top, looks like a factory soft top that someone put a hard top on. Again - IMO painting it is a bad idea
