There's no single answer for that, it depends on your set up, your voice, the room you are in, etc. I'd suggest starting without it to see if you like how things sound. If not, you can add that in later.

The volume becomes very low as you switch to the other mic. How do you fix that? Is it by increasing the gain?

So you don't need a Cloud lifter I see. I had one prior to buying the roadcaster 2 pro, and never unhooked it. I have a SHURE SM7B mic
Some people use it but in most cases it's really not necessary.

What software/app are you using to switch camera angles by touching the tablet?
I am using Ecamm Live. On the iPad I'm using the Elgato Stream Deck app to switch scenes in Ecamm.

Can I use a splitter to run 2 mics to one line?
Sure, but they'll still be treated as a single audio input.
