I'm not 100% sure, but I don't think the rapidmon is played and then suspended, it comes into play already suspended which means that it never "became" suspended to trigger his effect

No, the rapid st17 needs to be suspended (block or any effect make it suspended) to activate the all turn ability. dragomon effect summon rapid on suspended state alrd, so it can't be suspended (again) to activate its ability.
