There is one note I"d like to point out with Bugs... He must first be provoked before coming into play. The typical Bugs Bunny interaction has him being wronged, before he acts. Not so with the Pink Panther.
On that, Bugs, Woody and Pink Panther are only unstoppable if you're a brick head who doesn't know what they're doing. Buzz Buzzard physically has always been a stronger character than Woody, once he manhandles him its over. Mr. Bignose, Pink Panthers Pete the Cat, also has had his day because he's more of a grounded character, PP's weakness. Bugs himself is no different, since if you're playing him completely straight his joker persona fades and he's left vulnerable. Bugs has "died" at the end of that Wabbit clip he played at the end of the video.

People forget that Judy has future tech and can time travel in addition to her music abilities. Smufette 3 specialized in magic and supporting others and can lowkey op since she herself is immune to it. She can make an entire army of low tiers marines more powerful.

If we're talking about actual stealth skills and stuff, here's how everyone fares... Smurfette: I mean, she has experience infiltrating and manipulating the smurfs. She may also be carried by Magic taught by Papa Smurf, if he has any. She's also small... Fred Flintstone: If his experiences in the bedrock war include stuff like guerilla warfare, then that's really what is carrying him. Judy Jetson: Carries by high tech equipment and stuff from the future she hails from. Muttley: Carried by experiences with Dick Dastardly that involve disguised and schemes. Top Cat: Well, he's got manipulation down in spades... And scheming, even if it doesn't always work out. Even still, having experience with screwing over those such as law enforcers and the elites is kind of an underrated utility (since most here only look at fighting skill and forget that CP9/CP0 does more than that). Also, as pointed out, he always doesn't get caught. Popeye: Has been in various scenarios so this might not be very different. Still very hard to think about since he's known for strength and fighting things out. Will likely take the role of the muscle. Also spinach buff Shaggy: UI aside, Canon Shaggy has his experiences with Mystery Inc. so he should already know a thing or two about investigation, laying down traps, and disguises. For all his cowardice, he's fast and really good at hiding or sneaking around. Bro also has a track record for finding secret passages and traps by accident and not triggering them so there's that. Competence, confidence, and power also goes up with scooby snacks so there's that. Pinky and the Brain: Similar to Judy, carried by tech and equipment, except most of their are made by themselves. Besides that, they're small. Pinkie has innate skill and Brain has the intellect. Tom and Jerry: They've been in a lot of scenarios so this one might be no different. Besides Jerry's size, both him and Tom are know a thing about being sneaky and laying traps besides turning traps against their user. Also teamwork buff and they have worked together before, even in some series. Woody Woodpecker: Similar to Tom and Jerry but likely more capable of doing interrogation and torture. Pink Panther: Take what I said about Woody Woodpecker and include how it is more apparent with him that he can handle spy stuff with great finesse. Bugs Bunny: Take what I said about Pink Panther and crank that up to 11. He's also even more cracked with disguises than Shaggy. He could likely do what others on the team can too but do it even better.

Combining her natural magical nature with further potential access to architectural knowledge of someone like Handy Smurf, knowledge of alchemy from Papa Smurf, plant knowledge from Wild & Farmer Smurf (the latter's knowledge of animal husbandry shouldn't be underestimated), the covert explosives of Jokey Smurf and mix all this in with the Smurf's natural stealth tendencies (to quote Gaijin Goomba, a ninja historian "Real Ninja Wear Blue"), we shouldn't undercut the damage she could potentially do.

Some personal thoughts... -I'm certain that there was another show that Dick and Muttley were a part of where they had to catch a messenger pigeon with various flying machines, the only reason why is because of the general's orders and that the bird has very important messages and stuff for their opponent. -On top of UI, Shaggy is still a part of Mystery Inc, so he should at least know a thing or two about sleuthing which would be very useful for CP9 agents, who are known to do espionage. -There's also an argument to be had that Judy Jetson would likely also have various high tech items from her time period of the future. I mean, it's another way of giving her a fighting chance apart from using the aforementioned movie with the galactic song. I'd imagine that as her ultimate move I guess, not the attack she'd go for right away. The art even has the Jetson's family flying car. I mean, sure she likely wouldn't be able to use all of them to their fullest extent but she can always hand them to their other members. -There's an argument to be made that Popeye would likely have all gears and Gear 5th as well, the latter being funny to think about because canonically, Oda says that it was very much based on varioua classic cartoons like Tom and Jerry. -Wouldn't Bugs also have access to stuff from the Acme corporation... But then again, you could say that about various characters? -Honestly, Pink Panther, Woody Woodpecker, and Bugs Bunny are examples of what happens when you combine insane toon force with sheet intelligence because yeah, as you said, all of these characters can be very smart.
The restriction for most toon force users is that anything they do to bend reality needs to be funny, at least to them. Popeye does not have this restriction because he eats his spinach.

Ultra Instinct Shaggy's biggest strength isn't even the addition of Ultra Instinct itself on top of his toon force, it's the fact that whatever feat the internet adds to his collection, he canonically has never gone up from 2% of his real power lvl. Remember, Normal Shaggy is already a joke character but Ultra Instinct Shaggy is the internet response to the "Goku solos" meme, meaning that Shaggy doesn't have a limit like the others in this entire series of fan art works, limits being either their series ending or their creators imagination, UI Shaggy is already outside of his series and author's control, he will continue to exist as long as the internet is around and he will continue to be more and more powerful WHILE never using more than 2% of his powers. For that I think he should be given the first Outside Fiction plus tier and be named the most powerful out of them all, because ANYONE IRL can add powers and feats to him on a whim and be canon.
A few things of note: Since Bugs Bunny is affiliated with DC, he scales to top tiers like True form Darkside and Superman. This casually puts Bugs Bunny at Multiversal + and possible Outerversal scales. Though I don't think he can beat the strongest form of Superman (in that of Cosmic Armor Superman or Prime One million, but its still damn impressive.) In one Popeye episode, he had grown a Spinach tree that was so long that it reached to a whole entirely different star system. Better yet, he even climbed all the way there in a matter of seconds. This just casually puts him at massively faster than lightspeeds with mid-star system levels of power. On another note. Popeye can turn anything into his constituent parts. Like turning a fish into fish hooks, boats into planks, etc. This means he can literally make you immaterial if he wanted to even without eating spinach. (Its just an innate ability that he has that he can use whenever he wants.) So theoretically, he has a durability negating ability that nullifies just about anything. The difference in toonforce ability between Pink Panther and Bugs Bunny is very close, but with all the feats of Bugs Bunny in comics and extra materials. He takes the edge in my book. I note this because with Pink Panther, he would just casually fuck around with the artist whenever he wants however he wants. While Bugs Bunny has a limit when it comes to his patience. I have never seen a toon character that is as casual and as calm as Pink Panther. I'm surprised that Lebron James and Michael Jordan isn't in this cast. They scale to Bugs Bunny and perhaps even surpass him in two instances. (In both Space Jams)
Smurfette is likely there because CP9 is meant to be an assassin/black ops group, so someone that small would useful in infiltration & stealth missions, especially if they have the mandatory rokushiki mastery
In regards to Ultra Instinct Shaggy it should be noted that the gods of destruction, hakaishin, have the power to negate if not outright kill toonforce characters like Beerus was about to do with Arael.

I think that, genuinely, the ONLY way to beat this team would be to have someone or something that can entirely remove Toon Force. Maybe like, and army of Bens using Alien X could do it, but even as a huge Ben 10 fanboy, I think it would be rough for him to get that to work.

Fred Flintstone: If his experiences in the bedrock war include stuff like guerilla warfare, then that's really what is carrying him.
Judy Jetson: Carries by high tech equipment and stuff from the future she hails from.
Muttley: Carried by experiences with Dick Dastardly that involve disguised and schemes.
Top Cat: Well, he's got manipulation down in spades... And scheming, even if it doesn't always work out. Even still, having experience with screwing over those such as law enforcers and the elites is kind of an underrated utility (since most here only look at fighting skill and forget that CP9/CP0 does more than that). Also, as pointed out, he always doesn't get caught.
Popeye: Has been in various scenarios so this might not be very different. Still very hard to think about since he's known for strength and fighting things out. Will likely take the role of the muscle.

Shaggy: UI aside, Canon Shaggy has his experiences with Mystery Inc. so he should already know a thing or two about investigation, laying down traps, and disguises.
For all his cowardice, he's fast and really good at hiding or sneaking around. Bro also has a track record for finding secret passages and traps by accident and not triggering them so there's that.
Competence, confidence, and power also goes up with scooby snacks so there's that.
Pinky and the Brain: Similar to Judy, carried by tech and equipment, except most of their are made by themselves. Besides that, they're small. Pinkie has innate skill and Brain has the intellect.
Tom and Jerry: They've been in a lot of scenarios so this one might be no different. Besides Jerry's size, both him and Tom are know a thing about being sneaky and laying traps besides turning traps against their user. Also teamwork buff and they have worked together before, even in some series.
Woody Woodpecker: Similar to Tom and Jerry but likely more capable of doing interrogation and torture.
Pink Panther: Take what I said about Woody Woodpecker and include how it is more apparent with him that he can handle spy stuff with great finesse.
Bugs Bunny: Take what I said about Pink Panther and crank that up to 11. He's also even more cracked with disguises than Shaggy. He could likely do what others on the team can too but do it even better.

Some personal thoughts...
-I'm certain that there was another show that Dick and Muttley were a part of where they had to catch a messenger pigeon with various flying machines, the only reason why is because of the general's orders and that the bird has very important messages and stuff for their opponent.
-On top of UI, Shaggy is still a part of Mystery Inc, so he should at least know a thing or two about sleuthing which would be very useful for CP9 agents, who are known to do espionage.
-There's also an argument to be had that Judy Jetson would likely also have various high tech items from her time period of the future. I mean, it's another way of giving her a fighting chance apart from using the aforementioned movie with the galactic song. I'd imagine that as her ultimate move I guess, not the attack she'd go for right away. The art even has the Jetson's family flying car. I mean, sure she likely wouldn't be able to use all of them to their fullest extent but she can always hand them to their other members.
-There's an argument to be made that Popeye would likely have all gears and Gear 5th as well, the latter being funny to think about because canonically, Oda says that it was very much based on varioua classic cartoons like Tom and Jerry.
-Wouldn't Bugs also have access to stuff from the Acme corporation... But then again, you could say that about various characters?
-Honestly, Pink Panther, Woody Woodpecker, and Bugs Bunny are examples of what happens when you combine insane toon force with sheet intelligence because yeah, as you said, all of these characters can be very smart.

The restriction for most toon force users is that anything they do to bend reality needs to be funny, at least to them. Popeye does not have this restriction because he eats his spinach.

Ultra Instinct Shaggy's biggest strength isn't even the addition of Ultra Instinct itself on top of his toon force, it's the fact that whatever feat the internet adds to his collection, he canonically has never gone up from 2% of his real power lvl.
Remember, Normal Shaggy is already a joke character but Ultra Instinct Shaggy is the internet response to the "Goku solos" meme, meaning that Shaggy doesn't have a limit like the others in this entire series of fan art works, limits being either their series ending or their creators imagination, UI Shaggy is already outside of his series and author's control, he will continue to exist as long as the internet is around and he will continue to be more and more powerful WHILE never using more than 2% of his powers.
For that I think he should be given the first Outside Fiction plus tier and be named the most powerful out of them all, because ANYONE IRL can add powers and feats to him on a whim and be canon.
A team of 100% toon force users AND UI Shaggy, a being who can rival Goku and Jiren? It's already over

A few things of note:
Since Bugs Bunny is affiliated with DC, he scales to top tiers like True form Darkside and Superman. This casually puts Bugs Bunny at Multiversal + and possible Outerversal scales. Though I don't think he can beat the strongest form of Superman (in that of Cosmic Armor Superman or Prime One million, but its still damn impressive.)
In one Popeye episode, he had grown a Spinach tree that was so long that it reached to a whole entirely different star system. Better yet, he even climbed all the way there in a matter of seconds. This just casually puts him at massively faster than lightspeeds with mid-star system levels of power.
On another note. Popeye can turn anything into his constituent parts. Like turning a fish into fish hooks, boats into planks, etc. This means he can literally make you immaterial if he wanted to even without eating spinach. (Its just an innate ability that he has that he can use whenever he wants.) So theoretically, he has a durability negating ability that nullifies just about anything.
The difference in toonforce ability between Pink Panther and Bugs Bunny is very close, but with all the feats of Bugs Bunny in comics and extra materials. He takes the edge in my book. I note this because with Pink Panther, he would just casually fuck around with the artist whenever he wants however he wants. While Bugs Bunny has a limit when it comes to his patience. I have never seen a toon character that is as casual and as calm as Pink Panther.
I'm surprised that Lebron James and Michael Jordan isn't in this cast. They scale to Bugs Bunny and perhaps even surpass him in two instances. (In both Space Jams)

Smurfette is likely there because CP9 is meant to be an assassin/black ops group, so someone that small would useful in infiltration & stealth missions, especially if they have the mandatory rokushiki mastery
In regards to Ultra Instinct Shaggy it should be noted that the gods of destruction, hakaishin, have the power to negate if not outright kill toonforce characters like Beerus was about to do with Arael.
It's not "negate toonforce", but that "power level > hax". DBZ characters who have a power level significantly higher than their opponent negate abilities like toonforce

I really wouldn't use UI as a power feat, it's explained the white hair thing isn't normal for UI and it really only gives the user the ability to both attack and dodge without thinking allowing them to react far faster than they would if they were thinking about their movements. You can't even use the MUI form excuse Goku has because Shaggy is shown with brown hair not white.

I think that, genuinely, the ONLY way to beat this team would be to have someone or something that can entirely remove Toon Force. Even then, that thing would need to be able to get off that ability BEFORE the Toon Force users could just stop them from existing or whatever they feel like doing.
Maybe like, and army of Bens using Alien X could do it, but even as a huge Ben 10 fanboy, I think it would be rough for him to get that to work.
