It really did. In S2, they jumped from business (the Alien Fight Club storyline), to "you're my only friend" at CATCO. This shows us the intermediate steps (Kara's effort to break through Lena's hard shell, TWICE).
And perhaps the memory of the first rejection is what inspired Kara to go back to it (when she had the magical opportunity) in 5.13
