      The game engine of this game isnt that much really demanding i see! Since above 60-100 fps

      ​@@rtx30504gb 1)Try increasing GPU-intensive settings, like shadows or anti-aliasing, to push your GPU further.
      2)Check your laptop's power settings (Control Panel > Power Options) and NVIDIA Control Panel (Manage 3D Settings > Power Management Mode) to ensure both are set to maximize performance.
      Give these a check, and see if tweaking the settings changes the GPU load.
      Even after this it is still at the similar gpu load it might be due to missing optimisation for the card from rockstar side, since it is a newly ported game for pc
