Hello! Can you help me after I hard reset my Samsung galaxy express prime the screen went green but when i push the power button the power off and restart icon shows only them

You might be pressing the wrongs buttons, pressing them for to long and/or for to short a time or in the wrong order (make sure you are pressing the Up volume button and not the Down volume button). Also you might have a button/s not working at all (broken button) or the phone is just broken and no longer works. Suggest watching my video and trying it again.

is it safe to Factory data Reset My Phone when I Openline it? because It come from USA and I bring it here to Philippines, does it affect the Openline or not?

Doing this reset will put the phone back to factory defaults. If the phone was unlocked from the factory then after the reset it will still be unlock/open line. But if you or some else had to enter codes to unlock/open line the phone then those codes will be lost after the Reset. And it will no longer be unlock/open line until those codes are enter into the phone again.
