Any language has to be started in childhood, after 1-2 years of learning that language, the child can speak in his second language at a child level. Learning in my comment doesn't mean like schooling, it can be watching cartoons by a child.
Later in life when a second language starts, it can't be at such a good level as in early childhood.
A mature adult after 25 years can probably forget about learning new languages.
I broke through the barrier of English at the age of 16, but I had started learning it at the age of 34 from A0 without any English words in my vocabulary.
Now, after many years of struggle, I have reached A2, but I shouldn't have called this process of learning my language as a child when it started at a very late age of mine.
