Why do you want to write a cliffhanger? It might be a good cliffhanger episode but I don't think the purpose of Star Trek is to write cliff hanger episodes. That's Buck Rogers or Flash Gordon.
The reason they want Picard is on the name they give him: Locutus! They want an elocutor, an elocutionist, a communicator, a Shakespearean, a guy with a cool name!

The other reason that Troi stands up to Riker, I think, is because they've already lost a captain to this threat. Losing the first two in command could completely cripple the command structure of the ship.
I think Scott was right; it's the cliffhanger everyone remembers most about this episode, less about the actual plot. I was fifteen when this aired and I was floored when this ended. It was the most anticipated fall release - had to wait months! I still give the "in my day, we had to wait three months for the next season" speech to my kids. Great discussion!
To answer your question about the Borg, they actually do vaporize their dead, rather than transport them out. They are no longer useful to them in that state, so they vaporize them.

Fact: The Borg were originally written to be the mind control parasite "butt bugs" from 1x25 "Conspiracy", but after audiences reacted to the disgusting biological nature of the slimy pink silverfish, the "Borg" name and storylines were given over to a cybernetic hive of brain stealers. To be fair, every time I watch Conspiracy, I have to give up mac n' cheese for a couple of years. So it's probably for the best, that Picard got assimilated by this much less uncanny space-zombie hive mind.

I remember being a kid when this first aired, the final scene, this stayed with me. The borg were so scary for a 8 yr old me. Now i watch it and I think sir Patrick Stewart must have been having a blast.
Best of both worlds refers to Ryker getting to be captain of the Enterprise. He gets the promotion but doesn't have to leave. This makes his decision to save Picard more poignant. He could just peace out and have it all but instead stays a second in command forever. Almost as tragic as Harry Kim
I agree with Scott, the fact that you can walk among the Borg and they don't give a dam about you since you are so meaningless to them that they don't consider you a threat and even when they decide to attack you, they just walk slowly towards you because you are not getting away in the long run, that makes them scary.

Aww I really liked Shelby! I thought that Riker was letting his ego get in the way of objectivity, because he refuses to let go of his position. Edit: I was actually pleased to see her going above Riker to talk to Picard. She doesn't know Riker and he was acting so disrespectfully towards her because he felt threatened, so it was hard to believe he really was going to pass the message along. I feel like the writers were trying to say the same thing as Picard approved of her plan whereas Riker had immediately shat on it.
I guess I interpreted the conflict between Riker and Shelby completely different than you. Yes Shelby did go to the planet without telling Riker, but I saw that more as a misunderstanding of procedure. After all, Shelby did grab Data who is 3rd in command on the ship and definitely should have known better. Perhaps Shelby thought that was good enough since Data didn't seem to have a problem with them coming down early. I was really curious why Riker didn't also get on Data for coming down early since he technically would be the higher rank on the ship at that moment. The next time they have a moment of conflict is when they were in engineering and everybody is giving opinions, and just as Shelby is about to give her opinion, Riker loudly cuts her off and doesn't allow her to say what she thinks for no apparent reason at all other than suddenly everybody needing to get sleep. That came off really poorly on Riker in my opinion and showed he wasn't treating Shelby fairly. This happens again when Shelby suggests they separate the saucer section from the engineering section, and Riker is very dismissive to her idea. It's fine that he doesn't like her idea but he seems to be really dismissive and demeaning about her opinion. It doesn't surprise me that she would think that her ideas wouldn't be brought up to the captain with how Riker was treating her. That's the only time when she jumps rank: when she is feeling that she is being treated unfairly. I felt it was much more on Riker being antagonistic and unfair to her after she says she wants his job (and remember she said that under the impression that Riker was leaving), rather than any of her actions. She doesn't tell him that he's in her way until he has made it very clear he isn't going to listen to her ideas or give her a fair shot.
even worse about Riker sending her to bed to sleep is that he asked for suggestions. Geordi and Wesley have none. Then she starts to talk and he shuts her down

Best of Both Worlds refers to Picard being captain of the Enterprise and the figurehead of the Borg. Remember that Micheal Piller never expected to come back after season 3. He never thought of a resolution to the episode. Riker didn’t become captain until the season 4 opener. Thus, he never knew about Riker’s eventual promotion when they named the episode. I believe he wasn’t focusing on Riker, but on Picard’s stature in both the Federation and the Borg.

Also ive seen all 3 of them multiple times since i was a kid (thank you grandma) also started watching picard with my granmother.. ehh. And discovery i ignored as soon i i herd that there warp drive acted as a telleporter.. Edit: also ive seen all of enterprise recently and its sad they canceled it as early as they did. I think it could have been really something. But they had a hard lineup to fight against for views.

DS9 kinda hints at it; there is a strong argument to be made for the Federation itself being culturally imperialistic.
So the two reason why they take Picard is his knowledge and the other reason is explain in First Contact.
