It is mostly hand-drawn. I think Flash (or other software) is only used for transitions and repetitive motions - like lip-sync and other things. There are some 3D elements as well.

You can currently get the entire series for $20 on iTunes. Not sure how many legal ways there are to get it anymore, I don’t think Disney ever made video releases or put it on streaming services
It seems like the heads are done before the bodys are done. So that means everything from the neck down is hand drawn in flash. So this is a combination of 2D,3D, and tradigital animation. Johnny Test do the same thing. The bodies are hand drawn.

These are some of the most confusing action sequences I have ever seen. It doesn't do much to clearly communicate the action to the audience, everything just happens really fast all over the screen until it's done and I'm left wondering "what exactly just happened?"
