It depends how long your videos are, if they are quite long then it may be worth paying for the higher tier subscription maybe for one month to get all your videos done in that time. I haven’t tried scenes with multiple consistent characters, maybe you could do it with some masking? I’ll have to try it.

Yes it is. I find 4 seconds is still a good amount, plus you can slow the footage down to extend the length.

You can use lip sync feature in runway. To stop them talking try add ‘no talking’ in the prompt.
