People underestimate Kenshiro because they think he killed Raoh by other means , we see they tried to poison Han etc , they must believe that Raoh fell to traps and not by might ,even so Jukei knows that even if Kenshiro is stronger then Raoh , Raoh knew certain secrets of Hokuto Ryuken and knew about the main Hokuto style (a bit of spoiler) so he had some defense against it unlike Kenshiro
