Yes it does. It comes with two different keys and two sets of locks. One for the box and one for the rack. There is also a lock on the hitch keyed the same as the lock on the rack.

I did not notice wind noise, it could be the shape of my Xterra routed the wind around the box.
You should keep the license plate visible
