Could you clarify what you meant about putting the water stabilizer on an item if it's going to be around water?

Water stabilizer is often used with fabrics like towels and blankets, it basically stabilize the fabric so the thread can stitch properly ( if that make sense). I had a few projects and got confused with another item. Thanks for asking .

I would go to the actual “brother” website and look for a refurbished PE800. I purchased mine for $799 in 2019.... its much cheaper now.
