I don't think there is any code requirements saying it can't be further away from the wall but everyone is so used to seeing a toilet close to the wall that the rough opening is always positioned 10-14 inches away. I would do like they have done but above the tank I would make open shelving of some form for towels etc kinda like you were thinking.

I disagree about not caulking the bottom of a window for 2 reasons: 1, If you have sealed the perimeter of the window and flashed it correctly, water can't get where water can't go. 2, The bottom of the window is soft flashed so once you nail the trim onto the house, you've essentially channeled any water intrusion behind the trim and therefore, the siding.
@@Kevin-mp5of Explain how Mr. expert commenter: The painters are going to caulk the perimeter of the trim anyway- trapping the water behind it. Vote republican once in a while while you're at it.
Any water that leaks behind the trim or siding isn't going to magically make it's way outside the building- it's going to remain trapped because it should not have been able to enter anyway. Just because one provides a 32nd of an inch for water to 'drain out', it's not going drain out. 30 very successful years in the home construction industry spoken here. ZERO call-backs for leaks or improper....anything. 😉
