- Pedra Branca is a TINY island about 24 nautical miles east of Singapore. In 2008 - after 20 years of debate with Malaysia - the island was officially declared Singapore's. And in 2019, Malaysia formally accepted the ruling by the International Court of Justice.
But the sovereignty of the island has still been questioned by Malaysia a number of times since. Why does Malaysia keep bring up the island? We find out.

I don't remember the details but I once did some research on it while researching on this topic as an ex social-studies teacher. There was a letter sent to Johor at some point asking if Malaysia did indeed own this island and Johor replied something to the effect 'no you can do as you please' in the 70s or 80s. Unfortunately neither SG nor MY has originals but SG does have copies, but to my understanding it was one of two thing the ICJ relied on for its ruling. The second thing the ICJ relied on is what is known in UNCLOS as the law of the sea. Singapore has, for the past few decades, excercised what is known as Tite du Souverign, which, translated, means acts of a sovereign.
In other words, where there were navigational difficulties to boats, Singapore sent its coast guard to investigate. Where there were reports of piracy. Same. Where people needed navitagional help or their boats were sinking, Singapore sent help.
tite du Souveraign says if someone has had been adminstering the area as though they owned the area, especially in a time where the area was in dispute, then perhaps they actually did own the area. Whereas the letter to Johor was ambiguous before, tite du souverian wasn't. because SG was indeed exercising sovereign responsibility over these seawaters for the past few decades.
Last but not least, there's the reply from Johor of which SG was only able to produce a copy of (and not the original), saying that Johor basically didn't recognise Pedra Branca as territory and SG could do as it pleases which put the final nail in the coffin of this case. Had Malaysia said anything along the lines of 'hey yes this is our territory and we will take responsibility' things might've been different, but sorry, SG has been policing these waters, ensuring safety of seamen and administering these waters for the past three decades, after having asked MY if they do own or were supposed to administer these sea lanes three decades ago. Malaysia doesn't deserve to suddenly waltz in and suddenly say they own these waters when they so please, after having so conveniently given up that right in writing decades ago. (Final note , that the copies of the letters were provided by SG, not even by Malaysia. MY didn't even have copies).

Honestly it just shows that Malaysia likes to flip-flop on agreements which actually deters foreign investors from wanting to invest in Malaysia. Foreign investors would think that if Malaysia always chooses to backtrack on past agreements then why should I invest in Malaysia? What if after investing in Malaysia, then a few years later, Malaysia decides to break the agreement or "review" the agreements made in the past? If Malaysia is unable to abide by agreements, then how can that inspire confidence from foreign investors to invest in Malaysia?

Both countries didn't fight over Pedra Branca for fishing rights. They fight over it for their port. Malaysia wasn't interested in Pedra Branca until they wanted to develop Pasir Gudang.
Pasir Gudang existed long before they started this dispute.

Thats not the main reason. Pedro Branca is a very important piece of Rock as it holds a very strategic location that oversees the entire traffic coming in towards Singapore Straits.
In wartime, you can spot enemies from far away and they are unable to spot you as the island is too small to appear on the radar until you are very near.
It's a show put up for Malaysia's own domestic electorate...we are numb about it...standard 'waltz' we have to do every new Malaysian administration 🙄🙄🙄

Your question asked was why did Malaysia dig up the case of their claim on Preda Branca Island again even though it has been internationally legally declared for Singapore’s ownership years back on not only once but numerous occasions. I shall simplify say in future in many years to come, Malaysia will continue to bring up their claims again and again regardless of which prime minister is in office. Whoever its newly elected prime minister is, will attempt to make such repeatedly claims especially during and after their general elections so as to show their Malaysian public and nothing for good of better consideration and concentration on the country’s economic sluggish performances.

Both Cocos Island (Keeling Island) and Christmas Island were transferred from Singapore to Australia by the British. Singapore was paid for the lost of their revenue. It would be very interesting if Singapore will buy back at least part of those islands. Some parts are uninhabited. They have big territorial waters.

When Malaysia Win islands from Indonesia, Malaysia keep quiet forever. When they lose this island to Singapore, they keep making complaint again and again Both claims are settled in the International Court.
Malaysia used to win in the island dispute lawsuit from Indonesia because at that time Indonesia was still weak due to the political crisis and economic crisis. If that happened today, I'm sure Indonesia would not let go of that fascination, there would be no diplomatic negotiations and perhaps there would be a military confrontation.
When a country makes a mountain out of mole hill, it actually points to them needing distractions from their own internal challenges. It keeps the masses engaged and the real issues at bay. Sadly, we see this everywhere.

My experience with Malaysians is a bit different though. I find they have a more mainstream sense of satisfaction and appreciate of their world, both positive and negative. Whereas this side of the strait I see a lot more of a "kyasu" driven urge to chase a more materialistic sense of satisfaction. On top of that, having systems where almost every aspect of life is governed by social engineering and/or an SOP (written and unwritten), explains the high level of hidden strain society experiences.
To be clear, no one can deny Singapore's unique achievements. But it comes at a cost which is easier to see from outside the island, than inside.

The reason is obvious, the sea formation that is located south to Pedra Branca was judged to be Malaysia’s, but Pedra Branca which is located nearer to Malaysia, well within Malaysia’s EEZ, farther away from was suddenly Singapore’s. Because of that no matter what the verdict of the southern formation entailed, it means nothing because the territory os cut off by Pedra Branca.
The 3 new evidences are irrelevant. The 1953 letter replied to Singapore from State Secretary of Johore is a clear and formal declaration that the state of Johore doesn't own by official capacity the Pedra Branca or White Rock Island. Top of it, Singapore (past and current) exercises the act of sovereignty on the island and its surrounding sea after Horsburgh lighthouse was built on that maritime mass.
The Malaysia govt of the day should respect the ICJ decision.

In the Navy, we call Pedra Branca : Site Echo. We have sites from Alpha to Echo that corresponds to important Singapore landmarks. The Navy personnel who are posted there are called “Echo Guards.”
So in that sense, Pedra Branca belongs to Singapore 🇸🇬

Actually Batu Puteh is important to Malaysia cause the EEZ for Malaysia is near the area and Malaysia are worried if Singapore expand the island so it can be legally put peoples there. So technically Singapore own the area of EEZ and can expand their land to make way for more development. That also cause problems to Pengerang and Johor because there's a big petronas intergrated petroleum complex that serve as Malaysia new source of income. The complex also serve as world petroleum stop center to export Malaysia petroleum and gas around the world. This dispute actually more to look after the interests of government-related company and their dirty move to create misunderstanding each other. Basically both country have their own reasons to defend their right on Batu Puteh. Hope Malaysia and Singapore will become friends and allies forever like brothers 🇲🇾💪🤝🇸🇬

Good point, it also has to be noted that at the time of the formation of the Federation of Malaysia on 16 September 1963 Singapore was registered as an island state, when Singapore chose to become a separate independent nation on 9th August 1965, It legally became an independent sovereign state.
Noting that ICJ's judgment of Pedra Branca was on 23 May 2008 the legal document of sovereignty may have contributed to the verdict too.

When it is said that the letter from the Johore state secretary was basis of ICJ's decision, two matters surface..
1. The blame is placed on the state secretary for responding in such a manner to the disadvantage of the state. As such his good name is in question and must be restored.
2. A letter is a correspondence between two parties...a sender and receiver, can the correct interpretation be construed from the letter from one party only???
3. Singapore had used the 'think on your feet' style if communication presenting 10 key points and Malaysia presented, i think a 400 page document of history. Perhaps this gap is of concern.
Even if the ICJ's decision cannot be reversed as time has passed, it can certainly lead to better communications, a two way directional dialogue in view of diplomacy and democracy.
There is a lot to learn and unlearn.

Hmm EEZ is only applicable for islands which can support life. For Pedra Branca I don’t think the 200Nm EEZ applies, just a 12 NM territorial waters.

Disagree w respect. There is a difference between Rock and Island under UNCLOS (see Philippines v China, ICJ judgement). Pedro Branca is considered an Island, and is thus entitled to an EEZ.
Pedra Branca is considered an island which can support life. South Ledge, not so. So yes, it can certainly claim an EEZ.

It's more to a request from the Sultan of Johor instead from the Malaysian government. This would give the Johor royalty more revenue to add to their income. Pretty sure that the 2016 Arbitual Tribunal ruling will treat Pedra Branca as just a rock with no effects on EEZ.
I believe it may be more related to the MSJTC negotiation of the maritime boundary that is still ongoing. While it may be pointless to argue on Pedra Branca sovereignty, it would be good to clarify especially on our reclamation exercises.
Lets chill and see what Malaysia has to say first.
