Champions get the highest end of the replica belts whenever they win their first championship. They keep that one and the the actual title changes hands between the live roster. When a title is retired either the last champion to hold it keeps it (if allowed) or it gets retires to a showcase at WWE HQ (At least it did prior to the move to the new building, not sure if still the case)

He even takes care of injured talent like Dakota Kai, giving her an on-screen role, instead of having her stay home collecting "downside" checks!
