Just have a fee structure for privacy: the more private you want to be, the higher the amount of taxes you pay to diversionary programs.
For example, a truly untracked currency used for drug purchases has a 5 percent transactional tax that goes towards funding rehabs, harm reduction, education programs etc.
Want privacy to do something nefarious? Pay for it so the social balance remains positive.
Sorry I'm not describing the idea properly;(. The point is that privacy must compete on a cost basis as well, not just as a cultural value (learned the hard way in Europe) with the fact that databases make crimes solveable and that large data sets enable efficient city and economic management.
Privacy MUST exist, but like an insurance policy be paid for so that the 'accidents' are covered.

These guys stand to make lots of money providing cover for anyone willing to pay for it. It's not about surveillance but secrecy and the ability to move about unseen. If you have something to hide, these guys are your ticket.
