Ningguang and Keqing deserve story quests of their own, hands down. I want to know more about them more. I was really disappointed that we didn't get to trial Keqing during the final battle of the fatui in the final liyue fight but I do want separate story quests for them!

It hasn’t been confirmed that Keqing will get her own story quest but I believe there is a 99.9% chance she will as all 5 star character banner event characters have gotten their own story quest. And the only reason I can think of that they’re even doing a Keqing banner when she’s available in standard banner is to incorporate a story quest since the main campaign didn’t flesh her out too much.

She’s more of a psuedo-5 star (not in in the way of Razor or Xingqui) Usually, 5 star characters have unique basic attacks (like Jean, Klee and Diluc before beidou is released) If you notice other 4 star catalyst users, their charged attack simply does AOE damage. However, Ningguang’s normal attack stores up jades, which will shoot when using charged attack Combined with her ascension flower, maybe Ningguang is Guizhong reincarnation?
Also in the lore, Guizhong is said to be the brain while Morax/Zhongli is the brawn. She uses her wits more than her power, she's not known for power... Which also explains why she passed away in the great archon war where power is ultimately the final straw. If Ningguang is Guizhong's reincarnation, it makes sense that she's an upper 4*, strong but not stronger than Zhongli.

She knows how it feels to be on the lowest class of economy and now that she has reached the top, she has everything; mora, connections, prestige and I'm pretty sure she feels responsible of keeping Liyue at its prime, that she is willing to sacrifice the Jade Chamber. Even despite her ambitions, she still respects the will of Rex Lapis all this time. Enough that Rex is willing to retire. I don't like how people undermines her sacrifice for the Jade Chamber. They were all not even sure if that drop of Jade Chamber could totally kill Osial, but she was sure that the casualties were not much compared to how it would be if she keeps the Jade Chamber. It's not often we get great and well-written characters like Ningguang, she is the anti-hero I have always loved after all.

After two thousand years, Zhongli was finally hit by the realization that the time of mankind to rule on their own is dawning, and the time of the adepti and himself guiding Liyue is over. But how can he be assured that nothing wrong will happen to Liyue once he steps down as its archon?
This is when he made a deal with the Tsaritsa. If Liyue stands strong against a threat that can potentially wipe its existence from the face of Teyvat, he shall proceed to step down and give his gnosis to the cryo archon-that, of course, would benefit both.
However, if Liyue cannot hold against this challenge, then Rex Lapis would interfere and finish off the threat himself. Yet if this will happen, the challenge to Liyue's people will fail, and thus prove to him that humanity will never be capable of protecting themselves.
Rex Lapis is seeking for someone who is willing to do everything to protect the city he nurtured for eons, and had many of his adepti and four of his yakshas lost for the sake of it. He had gone too far to make Liyue as what it is today, so he fears for its destruction if he relies it to the wrong person. Imagine taking care of something you thought was so fragile for a thousand years and lose it in a single day because of someone else's recklessness.
But did he give it to the wrong person? No. In fact, his opinion about Ningguang may have been entirely false.
Jade Chamber isn't second most important to her, and certainly mora wasn't in Ningguang's mind when she thought of sacrificing her palace to defeat Osial.
Ningguang cares for Liyue and its people more than anything else, and thus Rex Lapis gave her, the Qixing, and the people of Liyue a priceless reward he hasn't given to anyone eversince he became the geo archon: the full control of the citizens on their own city.
Ningguang may have lost the Jade Chamber she built for decades, but then she was rewarded with control over a city that had existed for eons. Now that is a fair trade with the god of contracts.
