The BM-8-24 premium sitting at 1.3 might be the actual worst since its got 9 mm of pen and incapable of destroying much. In terms of non-premiums, I think Italy 1.0 is probably worse honestly. They only have slightly higher pen, but significantly worse armour, so the FCM.36 will dunk on them in a one on one. There's plenty of 1.0-2.0 tanks with completely paper armour that will struggle to pen the FCM.36 . Though that being said there are enough tanks in that bracket like the Pz.III E which should have little difficulty against an FCM.36 so driving one of these things is still an absolute pain. It also kind of depends if we're talking about "worst tank" in terms of raw stats regardless of BR, or "worst tank" in terms of how poorly matched it is against enemies it faces at its BR. If we're talking about the latter, I doubt the FCM.36 is close to being the worst to be honest. The new Churchill AVRE Petard for example sounds to be a truly amazingly terrible tank.
So, looking at the gameplay, I know its frustrating thing to play but you were definitely not using it well at times. Given you know that the FCM.36 has low pen, and pen drops over distance, why are you trying to snipe targets that are 800 meters away? Then looking at the times you were struggling to pen something reasonably close ... it was pretty much always a pz3 you were trying to pen through the mantlet repeatedly (or when the vehicle was angled). The front mantle is the most heavily armoured part of the pz3. The first one even had its side exposed to you, but you still went for the front turret.

They did, one of these Mfs had an APHE shell but its pen was worse than its fuse sensitivity, so the APHE got removed
