Depends on the locale, but yes. Put down to our useless corrupt government that don't bother to create any sewage or drainage systems. Whereas in other countries, a bit of rain isn't a big deal and is even seen as a pleasant relaxed thing, here it's a cause of dread for a majority of people. Sucks, doesn't it?
