It's called a praxinoscope. It was invented in France in 1877, based on the zoetrope, invented in 1833. I have a praxinoscope with little poseable characters all around it, which lets you create little, stop motion like animations. I got it about 15 years ago.

I have a children’s story book that each page has an animal that appears to move, created like the cup that has the bird that appears to fly. You open each page and each animal ‘moves’.My book has a bird flying, a cheetah running and several other animals ‘moving’. I bought the book about 10+ years ago.
