There are two versions on the site: Qt5 vs Qt6. I downloaded Qt6, and it didn't work for me just like it didn't work for you. Try downloading Qt5, and then it should work for you.
I followed your steps but clicking the gear icon did not launch Anki for me, any suggestions?
