Sauce at 0:18 is Kimi Ga Suki. It has an h-anime adaption but the manga is better I recommend you check it out. The artstyle is so amazing and all of that is done by hand.
The single lock of hair standing out of the hair swirl is called ahoge "fool hair".

I'd really like a more in depth tutorial on hair and how it relates to personality types, i think it's very interesting. The hair is quite important for determining the personality of a character as hair can be what sets otherwise idential characters apart. it's always distinctive and can show moods quite variably as well, so yes, we need a tutorial on this. Teach us your knowledge Senpai ^^
