Every mare I've had was extra distracted when on season

I’ve only ever had this problem with geldings, personally

How do you feel about rapid transitions when they're not focusing on you? That seems to work with my mare.

Wow the impression I get from Starla is that she’s talented. One question I did have: sometimes at the walk it looked like she was having stiffness/tenseness and I thought it looked a little like she would tense up when she got anxious? I like her though!

When you say "right rein, right leg" what do you mean by leg? Is it simply "spur" or is it more inclusive of thigh and calf?

Id say you start with calf and increase intensity until you get to spur if the horse is not responding to your whisper, then your ask, then your tell/demand. It's more so to encourage the horse to "wrap" around your inside leg to correct counter bending and keep them shaped in the direction they are traveling.

Can you train being distracted out of them or is it just a battle the whole time?
