It is a combinations of series and parallel connection of the heatings coil only, its because every coil is different capacity. Every position of the switch is matter of different kinds of series - parallel connection

Sir if wire covering is gone can I use sleeve with 125 degree Celsius tolerance
Yes, or you can use a empire tape or much better that you replace new cable, and that is recommend to avoid short circuit
