I was introduced to the idea of strategically bad radios(SBRs), A light, small, low power, long battery life, easily replaced radio, pass them out to crews working in close cooperation. Great for tactical comms, not as much for strategic comms. See the RT22 from Retevis.
A 37mm launcher might be great for signaling, haven't tried it personally, but it has flares and smokes and bird-bomb/noise makers. If you get into the weeds you can reload other/custom rounds or "fireworks".
