She is not explaining well.a PHN is a nurse who did an advance course in public health and is much focused in the community health and and health care provision at the primary health care level two and three , while PHO is a trained technician who focuses on disease prevention by making sure public health law has been followed, the PHO is a health policy and enforcer and focuses on infection prevent control (IPC), HEALTH PROMOTION , COMMUNITY STRATEGY, PUBLIC HEALTH LAW , COMMUNITY HEALTH , ETC
