There is a mod for GTA online which also works on FiveM for a multi monitor setup. It allows you to shift HUD elements onto another monitor as well as having a map always displayed and a bunch of other stuff you can configure. There's also ESP mods for map markers, so even if the server tells the client not to display the player markers, that info is still sent to the client and the mods can still use it, all on a second monitor. They record their main monitor only, so it looks like they're not cheating.

It would actually make sense because as soon as they went around the corner he just disappeared, so he obviously went somewhere. Logical explanation would be he didn't go round the corner and went straight into the car park so worth the look. Real cops would most definitely check that car park if this happened. Cars don't just disappear!

That's not what happened here, the cops were cheating and checking the map. Just look at the way they approach bugs at the end of the video; they don't behave in the manner of someone searching and then finding their quarry. They behave like they knew he was there, despite the fact he lost them.
