    What is this instrument used to measure diameter?

      A diameter tape or in this case a tree caliper

    Why does he measure the circumference of the tree with a cloth tape and say that he’s measuring the diameter?

      This is done in cases where, you don't have access to a diameter tape. Therefore, by measuring the circumference by a piece of string, then measuring the string using a ruler or tape, you can divide the result by 3.14 and that is the diameter.
