    the TL431 is such an iconic and widely use zener regulator. it always so accurate all. a must have in all components boxes.. ; ) (if your looking to salvage one from a circuit! look at the opto-coupler section on nearly any PSU. you will find it as part of the feed back circuitry, mostly as a SMD package.)

    we will discuss two simple shunt regulator circuits using the TL431 voltage regulator. The first circuit is a basic shunt regulator, while the second circuit is a more efficient shunt regulator with an error amplifier.
    The first circuit is a basic shunt regulator using the TL431 voltage regulator. In this circuit, R1 and R2 form a voltage divider to set the output voltage of the regulator. C1 filters out any noise or ripple on the supply voltage and provides a smooth dc output to the load. D1 protects the load from reverse current flow if the supply voltage is reversed.
    The second circuit is a more efficient shunt regulator with an error amplifier.

      According to my simulation in the Falstad circuit applet, If the input voltage is 12.6V and you want to stay within USB limits (4.4V minimum) the limit is 37mA but the voltage starts already dropping below 5V at 34mA.
