I was having the same thing with events not starting! I ended up 50/50ing my mods and for some reason the TOOL mod was causing it for me. I don't know if it was something between that and another mod I have but since removing TOOL events are working again!
Regarding the problem with the events, the only thing I managed to do (besides restarting the game) was to schedule the event just so I wouldn't forget (an hour later than planned) +

+ because then when the event pop-up appears, I cancel it do another and start it immediately, a bit of a hassle but 🤷🏻♀️
