It's not being released on January 31st, 2020. That is when it is being pushed to radio. A song comes out at least a month before radio, so probably will be out before the end of the year, unless there's setbacks.. which there probably is since this wasn't even officially announced yet.

Yes. The link says "Hear It First / Atlantic / Fair Trade is proud to present “My Arms” - impacting AC & Hot AC/CHR January 31". Which.. that is radio. The tweet from the exact same website, said the same thing also... which says:

So, again, it impacts RADIO on January 31st. The song is either delayed or we will get it before the end of the year. Especially since Jen didn't even announce it yet.
I just heard this on the radio(WAY FM) and i loved it!

@@johnsondl90 its 5 minutes from my house to work & it came on in the last minute, so i took a photo of the dash screen do i could remember the artist, it, it never sounded like it was skipping parts or incomplete, unless they just edited a minute of it really well😊
