I don't remember if they show this later in the anime but in the VN, there is a short optional branch (meaning that you can reach every ending without ever seeing this) where Okabe runs on his own and leaves Mayuri behind. When he finally gets caught, they show him this picture 0:55 and tell him that they've captured Mayuri and are about to use her as a test subject. (I'm writing this from memory and I read it 2 years ago so I might have the details wrong)
yes, moeka texted Okabe and sent a picture attached of gel-mayuri in an old newspaper. He didn't get caugh, he was in the lab. This only happens in the VN. I recommend reading the vn even if you already watched the anime

For the dude that keep telling Okabe to tell his lab mems what happens, it's not like him to do so. He care the most about his lab mems, he don't want them to experience the trauma he's experiencing right now.
