He isn't underrated, he is just inconsistent. His serve is also kinda a crutch that he needs to win a match. If he doesn't hit 20 aces he won't win against anyone in the top 10.

I also rate hubi highly but I think he's more of a solid player almost always beating the players below him but he doesn't really have a solid enough forehand or the weapons to really get past that, besides simply being a bit dangerous to everyone on tour.
