District 13 was never described as "dirty". It's underground, yes. But not carved into the rock with dirt floors. It's basically like an American base, concrete, metal, electricity, and ruining water. District 13 has had 75 years to build. It wouldn't be dirty.
Because people of district 13 take their jobs seriously. Like very very seriously. If a person is a cleaner then he does his job with 100% dedication. That's how D13 has been able to survive for 75 years without any external help. I don't think that they would let their ppl fall sick after a big epidemic destroyed a lot of their population and hence they have cleanliness.

La verdad me sorprende como Francis ha logrado captar hasta el más mínimo detalle del libro para explayarlo en una escena simplemente perfecta, superando (en mi opinión) a lo descripto en el libro. ¡Gran trabajo!

The writing, the coloring, the acting, the music, the cinematography, the lighting, ect... This movie is gonna rock! Thanks Francis Lawrence for staying on board with the hunger games series and bringing this story to life, and getting great performances out of everybody. This is the hunger games movie we've fans have all been waiting for! Couldn't ask for a better cast and director.

Since I have personal connections with this book--too many to list--the movies serve as a physical representation of why I love the themes conveyed in the novel so much. Why strip people of the things make them happy by belittling their excitement?
