Portugal have never won a World Cup and the only time they were even remotely close was in 2006 and that was because that was the only time that they had a crazy squad but after that it’s always been Ronaldo carrying the team up until the past World Cup.
The closest was in 1966, even Bobby Charlton said Eusébio was the best player in that WC. In 2006 Portugal had quality, only losing to a penalty against France, they won the "Most Entertaining Team Award" in that WC tho (the last one to win it I think).
But it's normal for small countries, usually countries with more population and heritage = more football players = more chance to have talent out of the pool of players...Klopp and others have talked about it before. I think Uruguay is an exception in WC's for their size (even though there's controversy in their wins).

You need to watch full Messi matches to truly understand why people say he's better. The decisions he makes on the field are far beyond ever other player. He dribbles only in wings and in transition where he has more space, and he even lost that after leaving Man United. His vision/chance creation is no where near the greats of the game and that's a fact, he spams alot of shots from impossible angles because of how limited his game is. Doesn't have 'la pausa' (another trait which the greatest footballers have). This is not hating, he has great athleticism, speed, jumping, off ball movement and finishing which makes him one of the greatest goalscorers in history but his game is not as complete as you think...
