Kazakstan is muslim, but they are moderate and there is no terrorism. There are few countries in the area that are very moderate. Women work and behave like any other western country. It is a very open society.
Main reason for Kazakhstan being secular/moderate is that it was under the Soviet Union (until Soviet Union collapsed) which was atheist/communist in nature.
