This episode makes me remember an ao3 fanfic called 9 souls where like in this series, alot of people has gone crazy because of the moon. Unlike this series however, it didn't start with Koishi nor the lunarians modifying the moon to make people mad but rather Koakoma discovering a book that brought an entity into gensokyo and also Cirno is the main protagonist (hence the name 9 souls)
The Outside World has reached absolute peace and they all abandoned their weapons. so their leftover weapons appeared in Gensokyo, and Star Sapphire ofscreen hoarded those weapons for herself.
Cirno isn't dumb, she's just misunderstood and very egotistic. She's smarter than any of the other fairies, including Star who is the smartest of the 3 fairy group. I wouldn't be that surprised. GFW does a good job at showcasing this.
+DeRockProject & the Attack of the Really Long Channel Name Next episode is still set for the 24th. As of this message its 6am in Japan right now on the 24th so if all is well shouldn't be long now.
