It depends on the no. Of outputs two 2:4 decoders make one 3 to 8 decoders because we will get 8 outputs from two 2:4 decoders

See jab hum two decoders ka use karke koi higher decoder banate hain toh we need only one selection line to select between two....now we need 16 2:4 decoders for 64 outputs.....so to select between those 16 decoders we again need one more 4:16 decoder....so we need total 16 2 to 4 decoders plus one 4 to 16 decoder....2 input lines are connected to 2 to 4 decoders and 4 inputs to 14 to 16 decoders(total 6)

Jab a1a0 ki value 00 hogi tab first gate jo ki a1'a0' se connected hai uska output 1 aaega because a1'=1 & a0'=1 so 1.1=1
And baaki sabhi gates se 0 jaega because un gates me dono ka complement nhi hai so ek na ek input toh 0 hi hai and AND gate me 1 bhi ip 0 hota hai toh op 0 hi aata hai....
Similarly when a1a0=01 then
First gate is connected to a1'a0',a1'=1&a0'=0 so op will be 1.0=0
But second gate is connected to a1'a0
a1'=1&a0=1 so 1.1=1
Similarly for other inputs..
Now aur bhi koi confusion ho toh please detail me apna question puchhiye
