I'd say that elemental means that Scrooge learns from other people's actions (Fred, Bob etc) which then builds the foundation into manifesting a kind personality that everyone cherishes, therefore it would make society better to live in (obviously you can further develop that last part).

Yes, I like that interpretation a lot - be even more specific about the link between 'elemental' and 'fundamental'.
