Given how he can kill people by simply touching them, I think his ability only works when someone tried to do something bad to Fyodor, as a "crime", and as a "punishment", he can kill them instantly. (Edit: Okay, turns out I was wrong. Apparently Crime and Punishment's real ability is that it allows him to take over people's bodies when they kill him.)
