Eventhough Victoria had the longest covic lock down i still missing the lifestyle we had there, our Sunday strolling around vic market, never ending feast in china town and all the Melbourne cuisine , our cozy little neighbourhood caffees in Brunswick, best opshops , beautiful victorian terraces, convinient public transports, etc

“You cannot get to anywhere without a car” Yes you can what about public transport? As someone who doesn’t drive and lives in Victoria I can tell you that you can definitely get around without a car
Melbourne is also my home city. If you’re still into Gundam, don’t forget to check out Minotaurs. They moved a couple years ago, I try to get there when I can.
regarding the 1P (1 hour parking) they don't have detector... parking inspector drive around in a car with camera attached to the roof and scan car numberplate and scan for those stay longer than 1P... so nowadays they cover larger distance in fining you.
