Yes. The sniper shoots a series of three shots, if all three shots hit the target, it deals a whole lot of damage. Giving it is a semi-automatic sniper, even if all three shots do not fully connect with the target, the next series of three shots will right behind it, killing the target pretty much with ease. This is by far the best sniper in the game in my opinion. It has its ups and downs as well as with the others, but as far as going through and dealing damage on the new armor types, this one I think performs the best. The rest of the snipers are either both action, or you need to get headshots to use them to their full capacity. I do not see this problem with this particular sniper

It looks like a weak weapon
Per shot, it is rather weak, but if you can get the full 3 shot burst onto a player, it will pretty much kill them. Especially with a headshot.
