I'm not sure if they always knew but I think that Maureen as the eldest might have suspected. What's even better is that you can tell the kids wouldn't object
Kathy was able to die knowing Elliot was truly faithful to her and their marriage despite the deep connection and friendship he and Olivia always had. I'm pretty sure she would want Elliot to find happiness again and love - and she probably would be the least surprised for it to be with Olivia.

Then when Lewis and her had their rivalry he mentioned Stabler. How she wished he would save her. I believe they should’ve brought him back for one of those episodes. I believe after what happened at the wedding at the season finale and how she helped him in Organized Crime. They’ll eventually get together.
