So, the cut-off point where there is not enough oxygen to live is actually shortly below the peak of Mount Everest. You will die of oxygen deprivation if you stay on the peak too long without oxygen tanks. Most people also use it for the climb as it is very thin already, but about 100 meter below the peak is the cut-off point where if you try to breath there for about 2 hours without backup oxygen you will die as there simply isn't enough in the air anymore. Despite the fact you can still fill your lungs with air.
Kinda like being in a sealed room where you just breathe up all the oxygen and then die; at the peak of Everest the air becomes so thin that the oxygen saturation of the air isn't enough to survive. That was the biggest problem with the earliest climbers of Everest was they didn't have the tech to take oxygen with them so they would have to give up and turn back before the reached the peak as they couldn't make it up the whole 100 meters or so but now tons of people have no trouble climbing to the top as they simply can bring oxygen with them.

Now as for the idea of taking a tube into space and running it down to earth, sadly the distance is so great that nothing could ever be strong enough to hold itself together without tearing if you were to try to lower it to earth from space. Sadly, physics prevents the world's greatest rope swing as nothing exists light enough but strong enough to support 18 miles worth of its own weight. If you have trouble visualizing why, just imagine trying to lift 18 miles of rope off the ground all coiled up. It doesn't weigh any less when it's uncoiled.
