It's still possible to get a temporary super-high level over the usual lvl limit, which will give you a ton of skill points. If you spend them all before the level resets, you keep the maxed out skills forever.

The video is complete just outdated. If you want a full tutorial on game guardian search for other videos, there are lots of them. This is just for the ones who already have knowledge of game guardian and want to modify a complex memory.
