Here in Atlanta when you hear sirens you start watching for the lights and listening for the sound that determines whether or not you move or put your brakes on but if you have to move you move but you do it safe and you do it as fast as you can. Blocking First Responders on their way to a call is not taken lightly here

We have a very similar one from Provost Motorcoach Builders for the Alberta Emergency Prepairdness Department and another one on the way for Alberta Shariffs. They were chosen simply because of the distances and cold they are expected to operate in.

Also, people moving over will be in front, not behind, so there’s no way they can read that.
That message being displayed has nothing to do with the response. It's because of the Move Over law which is national here in the US. The law states that if you see an emergency vehicle, tow truck, or highway maintenance vehicle on the side of the road with lights on, you are required to slow down and move over if safe to do so. The law is in response to the responders and workers that have been hit by passing cars. Usually you will see bumper stickers on the vehicles as well as signs posted randomly. NYPD probably has their message sign set to display this message when it's not being used for other purposes (i.e. displaying ACCIDENT AHEAD). The fines are steep if you get busted for not moving over and police agencies will periodically do emphasis patrols for this.

sadly Bush did say when he informed Congress of 9/11 he was concerned that first responders would end up being the first at risk of terrorism operations rather than military forces. One cant exactly let a situation like this be handled by a few unbacked up police officers.
