I think it was lazy on the developers part to simply make the black robe Verdugo become the U3 as we all know the Verdugos and U3 are 2 entirely different enemies not the same.

Can you make verdugo like this and I mean, in the very first of game, you have to go inside cabin and kill the first ganado and after that the truck hit the police car and the bridge is destroyed. Can you go to next area without killing first ganado, without truck cut scene. It would be very interesting.

Nothing happens my friend I'm afraid. If you just no clip through the truck you can just go straight through to the village and the game carries on as normal.

Have you tried skipping the cages then killing U3 at the gated area then go back and do the cages and jump to see if he triggers again at the gates.

nah, the cage will fall but a better question is, will it kill Leon if he's far away?

No U3 cannot be killed in the cages as he has infinite HP.
